Combining technology infrastructure preparation, and supra structure in a parallel line work methodology has been always a challenge even in the most advanced societies. This requires a plan that defines what to be done, and when to do it in order for it to be ready for something depending on it to be done also in a certain time and place.

Planning technology has been a weak point, and a challenge, in addition to that: planning in the wrong or impatient method will form obstacles that couldn’t be easily tackled in the future. So the question remains: What to do?

The answer is in the knowledge areas* of Project Management, where approaching technology with a planned, patiently researched strategies is the answer that will resolve and aid the evaluation of futuristic risks, thus enabling IT and IS experts and specialists to see with a theral point of view what could happen for a certain mid to long term.

The issue remains; because approaching technology with a project management concept is not as easy as it might sound to some of us, it calls for Technology Project Management specialists, and Software Project Management professionals, and those are not easy to come by those days, but from an optimistic point of view, the Libyan educational society is able to form and compose those within the next years, it requires some moderation to the technology institutions’ curricula, and enhancing those with Project Management, and specialized Project Management (Software and Technology Project Management) courses, which will set a hope that we will be seeing a generation that feeds on this conceptualization in the next 5 – 10 years.

So, are we up for this challenge which is assured to enhance the quality of technology infra and supra structure projects and programs, and lead us with a leap towards a new approach to technology? – I rest it here.
